HOWEVER, PGTW DVORAK ANALYSIS CONTINUES TO INDICATE A COMPACT SYSTEM THAT IS TIGHTLY WRAPPED AT THE LOW LEVELS. THE INITIAL POSITION IS BASED ON A COMPOSITE RADAR LOOP FROM JMA AND LINED UP WITH A LOW REFLECTIVITY CIRCULATION FEATURE IN THE 031456Z 36GHZ GPM MICROWAVE PASS WITH GOOD CONFIDENCE. THE INITIAL INTENSITY OF 65 KNOTS IS BASED ON AN OVERALL ASSESSMENT OF AGENCY AND OBJECTIVE DVORAK ESTIMATES. UPPER LEVEL ANALYSIS INDICATES THE SYSTEM IS IN AN AREA OF HIGH (30-35 KNOT) VWS AND INCREASING LAND INTERACTION.
